    Burns town councilors heard a proposal during their monthly meeting Tuesday that could help prevent flooding, but the proposal would also include town residents losing sizable portions of their yards, which officials say extend onto the town's right-of-way. Burns Town Engineer Scott Cowley said due to the town's flat nature, the best option to mitigate flooding would be to engineer the town's roads to better drain the town in the event of a rain storm.     Since last summer, a new veterinarian at Bluffs Veterinary Clinic has been settling into her new digs. Dr. Amy Berry, a Laramie County native, arrived in Pine Bluffs last summer to begin practicing animal medicine. Berry said she is happy to be back in Laramie County - she completed vet school in Washington - and to be practicing in a rural community. "I wanted to come back to Wyoming," Berry said.     It's not unusual for the annual Pheasants Forever banquet in Pine Bluffs to be a sellout, but the support is always well-appreciated. "It was excellent. We always have had a lot of good supporters," High Plains Pheasants Forever Chapter President Dean Bowman said. The event was held at the Pine Bluffs Community Center Saturday, April 9.     It's two paws up for a new business just outside of Pine Bluffs. Das Schnuffel Haus (The Puppy House) opened for business last month. Owners Ray and Uschi Gamel said they wanted a place that was good enough for their pups to stay when they travel out-of-town.     The Pine Bluffs Town Council April 4 approved contracting workers to take care of the city's landscaping this summer. Giving his department head report, Public Works Director Jerry Lamb said the town has three options to keep up with its landscaping duties, which include maintaining city park, the airport and other areas throughout town.     A Burns family is safe but without a home and most of their belongings after a fire destroyed their residence the morning of March 23. Firefighters from Laramie County Fire District #5 responded to a report of a structure fire located at 1297 County Road 154 at 6:20 a.m. The building, which belonged to Alan Matic, his wife and two daughters, was deemed a total loss.     Pine Bluffs town councilors have the Hornets' back. At their regularly scheduled meeting Monday, March 21, the Pine Bluffs Town Council discussed spending $250 on a sign informing visitors to the town of the state champion 2A boys and girls basketball teams.
