    The Pine Bluffs-Burns cross country team headed to Saratoga on Friday and continued what has already been a successful season. Led by Piper Perez, the girls varsity team earned third-place overall. Perez finished sixth with a time of 21:33. Shelby Thurin followed in 14th at 22:48.     Pine Bluffs officials on Monday heard a presentation from Laramie County leaders regarding the fifth penny sales tax which will go before voters in November. Wyoming law allows local governments to put forth a sales tax to help supplement operating costs. Sixty-nine percent of Laramie County's day-to-day operations and equipment are funding through the fifth penny tax. In their first road game of the year, the Hornets defeated the Southeast Cyclones 28-0, improving to 3-0 on the season.     Pine Bluffs-Burns runners traveled to Fort Collins for what head coach Ashley Rousseau said was the largest race she’s ever been a part of. Piper Perez led the girls and finished with a 21st place finish and a time of 22:31.     Laramie County voters may begin casting their ballots for the 2018 general election a week from Friday. The Laramie County Clerk’s Office will open the early polling site at the atrium of the Laramie County Courthouse Friday, Sept. 21. Voters will be able to cast their ballots Monday through Friday from 8:30 a.m. to 4:45 p.m. through Nov. 5.     Crews have been working through the summer to make improvements to Liberty Park and Burns. And they’re finally ready to dedicate the upgraded park.     Pine Bluffs town council members on Tuesday passed an ordinance that would make it illegal for pet owners' dogs to bite people. Currently, the town does not have an ordinance on the books regarding dog bites. The ordinance came about as town officials were exploring modifications to the town's bond schedule.     With recent hailstorms impacting Laramie County, the county clerk’s office is reminding residents to obtain salvage titles for vehicles that have been totaled in the storms. According to Laramie County Clerk Debra Lee, the law applies exclusively to vehicles with a Wyoming title with model years of 2011 or newer.
