    The Laramie County Fire District No. 5 crew, Pine Bluffs Ambulance and the Wyoming Highway Patrol closed down Interstate 80 in both directions Monday morning after the high winds and blowing snow contributed to two tractor-trailer accidents that involved both the east and west bound lanes.     Residents of Laramie County approved the renewal of a one percent excise tax, Ordinance 141118-08, on the retail sales of tangible property, admissions and services made within the county.     Laramie County Fire District No.5 firefighters responded to two tractor-trailer accidents Monday morning on Interstate 80 west of Pine Bluffs.
