He was born in Pine Bluffs Wyoming to Carl and Julia (Forest) Weber. He graduated from Burns High School in Burns, and then moved to Scottsbluff, Nebraska, where he became a certified public accountant. He married the late Carol Weber and they had one son, Jason.
