Every year a celebration of a town is like jumping a hurdle on a track. The year has its ups and down time in every town. Sometimes they are cancelled for years due to lack of participation, volunteers or someone to step tup and take charge. But, when that someone comes along and says "we're gonna do this, it has a tendency to get people excited and ready to make a town celebration special and be able to say that "we've done it again."
